Stardock WinCustomize operated. To download the themes, you need their programs. If there is an issue windowsblinds, then you are sure that you have windowsblinds installed need to do.
If you install this program, you can run to / use the files you download.
Stardock is a reputable company and also much of its technology, its place in Windows has found in recent years, although they seem to take much credit for this.

This is more of a pain in the azz for what it is.
Stick with XP until there is a real reason to upgrade (except impress your geek friends).
